Share the new opportunities of digital economy and create the new chapter of digital China. In the early winter at the north of the river, the 2022 China International Digital Economy Expo arrived as scheduled, and a digital feast with the theme of integrating innovation and digital empowerment was opened on November 16.

China International Digital Economy Expo is the first national-level digital economy exhibition in China approved by the Central Committee of the Communist Party of China and the State Council. At the opening of China International Digital Economy Expo 2019 in Shijiazhuang, General Secretary Xi Jinping sent a special letter of congratulations, pointing out the direction of development of digital economy in Hebei Province and offering the fundamental principle to follow.

The report delivered at the 20th CPC National Congress points out that efforts shall be made to accelerate the development of digital economy, promote the in-depth integration of digital economy and real economy, and build digital industrial clusters with international competitiveness. Hebei provincial Party committee and the People’s Government of Hebei Province have reviewed the situation and considered the data-driven and intelligence integrated digital Hebei as a scenarios of Chinese-style modernized Hebei.

Hebei Province shall bear in mind the instructions of the General Secretary Xi Jinping, earnestly study, publicize and implement the guidelines of the 20th National Congress of the Communist Party of China, implement the deployments of the Second and Third Plenary Sessions of the 10th Hebei Provincial Committee of the Communist Party of China, and take the opportunity of holding the China International Digital Economy Expo to vigorously implement the digital industrialization and industrial digitization in Hebei Province, and further promote the in-depth integration of digital economy and real economy.

Accelerate digital industrialization and ignite the engine of economic development

Entering the China Unicom (Huailai) Big Data Innovation Industrial Park, the neat computer room buildings are very eye-catching. A total of 50,000 standard cabinets are planned here, which can provide 1,400PFLOPS computing power operation. The first phase of the project has been launched and a total of 3,800 5KW cabinets have been delivered.

"From the operation of supercomputers to the use of mobile phone software, a large amount of data is generated all the time. These data need the support of server computing power to execute various commands quickly and accurately in a short period of time." Liu Jing, an expert from the network department of Hebei Unicom, said that the industrial park will provide ultra-high-level computing power services for important customers in the region around the capital, creating an extremely fast network experience of "two cities in one family" between Huailai and Beijing.

Digital industrialization is the leading force in the development of digital economy. Since this year, Hebei has seized the opportunity of building the national hub node of the national integrated computing network Beijing-Tianjin-Hebei and Zhangjiakou data center cluster, deeply implemented the three-year "double growth" plan of the new generation information technology industry, and accelerated the promotion of digital industrialization.

Along Guanting Lake, on Zhangbei Bashang, and near the south of Fenghe River, data centers and supporting buildings have sprung up. Zhangjiakou, Langfang and other places have preliminarily formed large and super large data center industrial clusters based on superior geographical and climatic conditions.

Many new infrastructure projects accelerated digital industrialization. According to the press conference of the 2022 CIDEE held by the Hebei Provincial Government Information Office on November 2, up to now, the number of operating servers of the provincial data center has exceeded 2.6 million, ranking fourth in computing power and fifth in storage power. The number of 5G base stations ranks seventh in the country, and the network in the main urban areas above the county-level has been fully covered. Xiong’an New Area was approved as a dedicated channel for international Internet data, and Zhangjiakou accelerated the construction of a national computing hub node of the "Channeling the Computing Resources from the East to the West " project, providing support for high-quality development of the digital economy.

In the silicon carbide single crystal production workshop of Hebei Tongguang Semiconductor Co., Ltd., the growth furnace with a temperature of more than 2,000 ℃ beats with orange light.

"Thin wafers can grow into silicon carbide crystals with a thickness of about 3cm in the furnace, and then become silicon carbide single crystal substrates for making chips after processing." Yang Kun, the chief engineer of the company, said that the technical indicators of conductive and high-purity semi-insulating silicon carbide single crystals they produced have reached the world's advanced level, filling the gap in the domestic market.

With innovation to create new competitive advantages, Hebei's digital industry has made great strides forward: CETC 13 has created more than 60 domestic firsts, WHST has broken the monopoly of foreign giants in the field of millimeter wave radar, and Hebei Sinopack Electronic Technology Co.,Ltd. has filled the gap in the field of ceramic shell products for optical communication devices in China.

Digital industrialization releases energy and ignites the engine of economic development. From January to September this year, there were 957 integrated enterprises in the electronic information industry of Hebei province, with a year-on-year increase of 160. The main business income was 194.97 billion Chinese yuan, with a year-on-year increase of 14.2%. Among them, the key photovoltaic and semiconductor industries have shown a strong growth momentum.

Promote industrial digitalization and accelerate the process of new industrialization

On October 31, the Ministry of Industry and Information Technology announced the pilot list of the integration development of new generation information technology and manufacturing industry in 2022. Fifteen enterprises in Hebei were selected, ranking second in China. Among them, three enterprises of HBIS Group Shisteel Company, Great Wall Motors and CITIC DICASTAL were selected as "Digital Pilot" enterprises, ranking first in China.

The real economy is the foundation of the economy, and the digital economy is becoming the powerful power support of the real economy.

At the production site of the steelmaking plant of Shisteel, there are few workers. Automatic temperature measuring and sampling robots and number spraying robots are all over the electric furnace, refining, RH and continuous casting processes. Dozens of robots and intelligent equipment are working efficiently and orderly.

The temperature measuring and sampling robot stretches out its long arm to quickly take out the molten steel and automatically put it into the waste tank, and then the molten steel instantaneously moves to the inspection and testing quick branch center through the pneumatic sample feeder... In the refining master control room, Wu Bin, a refiner of No. 1 LF furnace in the refining section, said that it took less than 5 minutes from sampling to receiving the inspection results.

In the information age, those who get digitalization achieve the first chance. Shisteel has introduced over 80 international and domestic leading or advanced intelligent manufacturing technologies, such as intelligent steelmaking, intelligent stereoscopic warehouse, intelligent integrated production scheduling, industrial big data platform, and implemented full process digital and intelligent management, becoming a benchmark for digital transformation of domestic steel industry.

As a traditional industrial province, Hebei seizes the important opportunity of a new round of scientific and technological revolution and industrial transformation, actively promotes digital industrialization and industrial digitalization, guides the deep integration of digital economy and real economy, and pushes forward high-quality economic development. In particular, since this year, Hebei has implemented digital transformation services, launched the 100,000 enterprises on the cloud project, fostered new industries, new models, new business formats and new growth points, and promoted high-end, intelligent and green development of the manufacturing industry.

The effect of cloud launching is remarkable. In the first 10 months of this year, Hebei added 11,000 cloud enterprises, with a total of 73,000 cloud enterprises. Lizhong Wheel Group introduced Kingdee EAS cloud platform system to realize the whole life cycle management of the supply chain, such as procurement, order receiving, production scheduling, and production. The work efficiency was improved by 30% to 40%, and the enterprise cost was reduced by 16%.

The informatization transformation is accelerated. Hebei Henggong Precision Equipment Co., Ltd. introduced high-end precision machining centers and flexible production units in the technical transformation project of Workshop 2, organically combining advanced intelligent manufacturing equipment with new products, and creating new momentum for development. In the first three quarters, Hebei provincial investment in technological transformation increased by 25.7% year on year, including 48.1% and 35.5% in the pharmaceutical and equipment manufacturing industries.

A set of powerful data confirms that the digital transformation of Hebei Intellectual Property Reform has been accelerated in an all-round way. At present, the cloud coverage rate of industrial equipment in Hebei Province is 17.7%, ranking the first in the country, and the numerical control rate of key processes is 58.2%, ranking the third in the country. Digital empowerment has pressed the fast forward key of Hebei's new industrialization process.

Optimize government services and make people share digital dividends

Online sign in, bid document decryption, and electroacoustic bid announcement... Recently, the survey, design, and construction and installation EPC project of Qingshuihe Community Shantytown Reconstruction Project in Dingzhou Public Resources Trading Center “No On-site Bid Opening+Remote Bid Evaluation” was successfully completed.

"From bidding registration, to label opening, decryption, expert review, to determining the winning enterprise, all processes are completed online, truly realizing bid opening 'no meeting' and transaction 'not run errands'." Fan Caisheng, head of Beijing Blue Sky Construction Co., Ltd., the bid winner, said that this not only reduced the bidding cost of enterprises, but also improved the transaction efficiency.

Make data run more and people run less. Since this year, Hebei has further optimized its government services, promoting more government services to be handled nearby, online, handheld, trans-provincial and intra-provincial, so that market entities and the masses can act in accordance with regulations without seeking help, and it is convenient, fast and less time consuming.

Government service online handling. Hebei has continued to strengthen the construction of an integrated government service platform to realize the goal of "looking for the government" by serving the government on one platform and the masses on one platform. More than 95% of the Hebei province's government affairs service items support the whole process of online handling, 138 high-frequency items have achieved "trans-provincial universal handling", and the proportion of online services has exceeded 80%.

Convenient service "Palm Office". On August 8, the newly launched "Jishi Office" focused on the application of public security and convenience services and electric power, realizing the whole process of online office. At present, the number of users of "Jishi Office" has exceeded 100 million, and 4675 applications have been launched, including 2,564 applications for convenience of the people. It has achieved full coverage of public security, social security, medical insurance, provident fund, living payment and other fields, and has achieved one machine at any time and anywhere.

"Internet +" multi-field applications and "smart cloud" enhance people's sense of gain.

Smart community, making residents more secure. The Houdefucheng Community in Luquan District, Shijiazhuang City has built and installed 16 types of intelligent front ends. If there is a fire hazard in the community, the monitoring equipment can sense it at the first time through thermal imaging technology, which is convenient for the property to handle it at the first time and reduce the loss of residents.

Smart medical care makes it easier for people to see a doctor. Hengshui has built telemedicine and opened mobile apps to enable ordinary people to enjoy high-quality medical services in Beijing without leaving the city.

Smart transportation makes people travel smarter. On June 30, the "digital cloud" platform of Hebei Expressway Group went online for trial operation. Before going out, the public can check the toll station control and road network traffic through the WeChat official account of "Hebei Expressway" to know which road is the most unblocked and economical.

Change and thrive on digits. On the new journey, Hebei will resolutely implement the spirit of the 20th CPC National Congress, deeply implement the deployment of the Third Plenary Session of the 10th Provincial Party Committee, promote the comprehensive and deep integration of the new generation of information technology and economic and social development, and accelerate the construction of a data driven and intelligent digital Hebei.
